Berchtesgaden to Innsbruck: any recommends scenic drive?

Berchtesgaden to Innsbruck: any recommends scenic drive?
Dear all,
I plan to do the road trip from Berchtesgaden to Innsbruck (then Fussen and end at Munich) around the mid of November.
Most of the greatest mountain pass are closed at that time.
I would like to ask you guys that which road could give me the best opportunity for enjoy scenic driving and photographing? At this point, I am thinking between route 21 via Zell am See and the German Alpine Road (via Mittenwald). I do not mind in case I may drive slightly indirect way as long as views are spectacular.
Any suggestions?

We did the German Alpine Road end of September 2015. It is spectacular! We were based for 3 weeks in a pretty little town, Prien en Chiemsee, just south of Munich and we did the drive to Berchtesgaden which is lovely and the drive west to Fussen was just as wonderful. (Also, just south of Berchtesgaden is beautiful Lake Konigssee where you can take a boat out to Bartholoma Church, so glad we made that trip.) The Alpine Road is a very good wide road but it is terribly curvy. We took the Romantic Road (not nearly so pretty but very efficient) back from Fussen to Prien. We had hoped to go to Salzburg but the situation with the refugees was so overwhelming that authorities told us not to try driving across the border nor was it a good idea to take the train, even with US passports. You can do that - driving via Zell am See. Then continue on the B165 through the Brixen Valley which is very scenic.
However, be aware that in mid November odds are high that you get really bad weather - clouds, fog, rain, so do not set your expectations high. Maybe you will catch a sunny day, but consider it as a piece of extraordinary luck, do not count on it.
Also, be aware that days are short in November. Before nine and after four, it will be dark or dreary.
However, I wish you luck with the weather!
