Well, it really is hard to see what the fuss is about in either city. For a bit, Dublin got tricky while it was being dug up. But even then, you had to be pretty unused to urban driving for it to make much odds. No fun, and for many tourists there's really no point in having a car anyway. But how does that differ from anywhere else worth visiting?
Anyone telling you Dublin's a terrible place to drive in is simply showing they've never driven outside one-horse towns in empty countries.
As far as Belfast is concerned, there's even less to get het up about. It's properly signposted (in English only), has well-disciplined lanes and is no more of a problem than Liverpool or Glasgow.
