I've booked an apartment at Calle Consejo de Ciento, 338, Atico 2, (Eixample) and need to give an arrival time. They start charging extra for waiting over an hour plus I would like to be considerate and give as accurate a time as possible. Here's a link to the apartment:

We'll take the bus to Plaza de Catalunya and then walk from there, an approximate 10 minute walk. Should I tell the apartment folks that we'll be there 2 hours after arrival? If we're early we can sit in a cafe and start imbibing!

2 hours is fairly generous, even when it includes a bit of a wait at passport control (if applicable) or at baggage claim.
The airport bus / Aerobus needs appr. 30min to Catalunya and leaves every 10-15 mins during regular daytime hours.
As anywhere in that part of Eixample you will find cafes or bars to wait at the next intersection.
If you arrive at the old terminal 2 and insist on public transport, you could take the train (only 2 per hour) instead of the airport bus, get off at Passeig de Gracia and save a few meters to walk.
If you run late for whatever reason, a taxi won't break your bank (as you mentioned a "penalty" for a longer wait) at appr 25-30 euros, depending on day, time of day and number of baggage in the trunk.
Thanks Cowboy - I'll tell them we'll arrive 1.5 hours after arrival. The only way we could run into a problem is if the plane is very late.
