Well, if you're planning to pick up a rental car in Spain and drop it in another country, be prepared for a hefty extra fee. There aren't any safety issues related to driving there. But why Monaco, when there are so very many other lovely places along the Med? As for "countryside villages," if your plan is to take the coastal route from Barcelona to Monaco, there aren't any - you'd need to go inland for that. You might want to make a stop in Collioure, though. It's not a " countryside village" by a long shot, but it's a very picturesque seaside town.
