Austrian Train Ticket "SparSchiene Brenner Koop"??

I'm looking at buying a training ticket online from Oebb.at and am seeing two different fares for the same route and class: SparSchiene Brenner Koop or Standardpreis Brenner Koop.
What is the difference between these two fares? Are they available to anyone or do you need to be a EU citizen, over/under a certain age, etc?
