Wow! See also http://www.bbc.com/news/world-europe-34437228 which has video from Cannes. Am relieved to be in SW not SE France this trip, but sympathy to those who are affected.

There are 16 dead and 5 missing.
Three deaths were in a nursing home and proved what a joker any deity must be. The three people who died still had their wits about them when they saw the flooding and tried to escape... unsuccessfully. The other bedridden and oblivious residents survived... because their beds floated.

I saw a number of videos showing people wading through the rushing waters, most of them young people apparently just looking to get home from a night out on a Saturday.
It's not safe to do this in an area where cars have begun floating down the streets and roads. Several people were killed in a flood in Genova when floating cars pinned them against other cars or walls and crushed them.
Also, even after it has stopped raining there is often more water coming from upstream rivers that will be really dangerous. People go outside thinking that the waters will recede once the rain has stopped, but if you are downstream, you can get caught off guard.
It's possible that the flooding in South Carolina will overshadow all other news of floods in France, but people planning to be in this area in the coming days will have to be careful about transportation issues, especially if you are driving.
