The budget depends on 1) how many of you are there - will you be alone? and 2) how you want to live. that is certainly enough to cover a moderate trip. However if you want luxury (hotels, meals, etc) or plan to do a lot of shopping that won't cover it.
What are your expectations?

Plenty for me. I think you can do that with air.
One week in Rome. Where are you flying from? From my home city, this is what I would spend in the first week of November (based on past trips)
Air, Nov 1 - 8
$1043.OO US
Hotel, single room B&B al Centro di Roma, highly rated
$678.00
Round trip Leonardo Express, FCO to Termini
$35.00
Roma Pass for attractions for three days
$38.00
That about $1800 including air, leaving plenty of room for eating, daytrips, etc.
You can do this very easily. These are just examples.

venere.com for hotels
You could do two Roma Passes consecutively, but probably wouldn't need to, as there are so many things to see without cost.

Wow!! Good budget. Unless you have very expensive meals. Even then I don't think you would run short. I would book a hotel with breakfast included, and then go from there. All the good guide books have approximate prices for meals. It's hard to get a bad meal, unless you eat right at the major tourist sites, then it can be a little uncertain. You will love Rome. It's a place you want to go back to again and again.

You could easily go to two cities on your budget, but I wouldn't do two countries in a week.
You could visit Rome and a smaller city for a few days, such as Florence, or Siena. I like Catholic history and like Assisi and Perugia. Either would be a nice choice.
Do you have 7 actual days and nights to spend in Italy? If yes, you can squeeze in two places. If not, then I say stick to Rome with maybe a fabulous day trip. I recommend Ostia Antica, since you like history. It's a really fascinating and beautiful place.
I'm always attracted to the day trip to Tivoli and Hadrian's villa, but get discouraged because the large site of Hadrian's Villa seems daunting. But on your budget you could easily get a private guide for the day.
That's if you're not including air, as I believe you said you weren't.
So, a top hotel:
You can do the 4* Hotel Nazionale a Montecitorio, with an incredible location and lots of services, for under $180 US per night.
You can probably bump up to 5* if you want.

Stars rate hotel services. Consider that you may only want 3* services (do really need a conference room and 24 hr room service?), you can do well saving on the hotel with a comfortable room and a good free included breakfast (more likely at lower not upper star ratings) and then spending on really nice dinners or tours or both. After all, you can do a lot on 350 euro per day.

Whether you will enjoy Rome on your own is hard to tell. Some people on this forum travel alone and have a fine time. Others would be miserable alone. However, there is certainly plenty to do to keep you busy there!
And 4 star means something different in Europe. It is not so much the luxury of the place as it is the facilities, as someone else said. Another thing I would never pay extra for is because there is a restaurant as part of the hotel. There are so many wonderful places to eat in Rome I would not eat in a hotel dining room because it probably will be a watered-down kind of Italian cuisine.

I hope you know that the star system is facilities rating and not the quality rating. I found an article to get a feeling on Italian star rating system: http://www.4hoteliers.com/4hots_fshw.php?mwi=3901 The lack of charm, tired rooms, etc, don't seem to factor much (if at all) into the rating system. My most memorable stay in Italy was at a two-star family owned hotel with wonderful owners. I have also stayed in a four-star snooty tired hotel I was glad to check-out.

limitless? have you travelled alone before? Rome has loads to do whether you are by yourself or with others, but you might want to think about doing some guided tours, for example with Context who get consistently good reviews from people here, or with other such organisations. you may well meet some people that way, or just find that you enjoy the tours, and the cost is well within your budget.
also, if you stay in a "nice" hotel it will have a lounge and bar where people may linger and chat; that to me would be more important than a hotel restaurant where people tend to eat at separate tables. much better to find a restaurant or two locally where you get to know the staff and they may chat to you. but the points that Greg makes are good ones too.
personally i feel that there is so much to see and do in Rome that a week there would be ideal; you could always take a day trip -say to Orvieto - should you get bored.

Can't help with the budget; we spent more than that but for a family of 4. We did, however, go the last week of October last year and had a fantastic time.

I think Rick Steves Rome is a good resource for first timers.
