Apartment for one person in Dubrovnik in July

I realize I am looking for an apartment very late in what has become one of the more popular tourist destinations - but my friend booked a room for only 4 people on kneza damiana jude and it seems the apartment occupancy limits are quite strict.

Firstly, I wanted to understand if anyone was in a similar situations and are the apartment owners generally very strict. I know Europe has strict laws and that the owners have to register tourists with the Croatian tourist board -but do you think it will be possible for a 5th person to stay in 4 person occupancy apartment. I am not looking for an extra bed.

If this is generally against the rules in Europe - I am looking for recommendations for a hostel or apartment/studio in old town that is reasonable priced.

Any help would be greatly appreciated.
