Or are you asking if you can wear boots? Sure, you can, but why would you?

It won't be cold in Amsterdam nor on the River cruise.

If you like boots wear them. It won't be cold, but it could well be cool - we are currently enjoying (hah!) a cooler wetter period of weather, with day time highs only expected to reach 17C this week. The long term (14 day) forecast doesn't indicate any heat waves coming - the highs will be around 20C.
Make sure you bring something waterproof, or an umbrella!
