All English Plastic Shopping Bags Must Have Holes in Them?

Overheard in a park whilst walking yesterday - a lady was using a plastic bag to scoop up dog poop her canine had just dropped - and her friend in a pronounced English accent exclaimed "in England all plastic bags must have holes in them to prevent children from suffocating.

Well I have not been in the UK now for a while so please enlighten me as to where the holes are and if indeed this is done by law - last time I was there I did not notice any holes in plastic bags.

I will be visiting the UK soon and am interested in just what these bags look like.
