Ask at the toll-free number(s) provided by www.autoeurope.com (your best bet) or Avis, Hertz, National, etc...

I had the impression that in some cases, the airport "charge" was actually levied as a percentage of the total rental charge. Not a set number.
I know that this is true in some municipalities in the US (and it seems quite a ripoff).

I thought this was kind of funny, but when we totalled our rental car in Wales two days before we were to turn it in at Stansted airport, we ended up getting a refund for two days worth of use we didn't have, plus $28 as the airport drop off fee since we didn't drop it off at an airport.
I thought it somehow funny that we totally ruined their car and they were giving us money back.
