Is the Jazz festival from 19-Jul a major event. The hotel rate sky rocketed. Any suggestion please.

The Jazz Festival isn't a major event by Edinburgh standards, there's no reason why prices would rocket.
A quick look at some of the chains doesn't show prices higher than normal
Hotel room rate rockes nearly 3 times comparing to 3-4 days before the event and booked out...

Try premier inns....we stayed at one in Edinburgh last Easter.
If the prices don't get better, think about staying just outside of the city and taking the bus in/out.
Where have you been looking? I just checked on laterooms.com for this date. No evidence at all of hotels prices rocketing by a factor of three, or hotels being sold out. Central Edinburgh is expensive at the best of times, and the prices I found for a weekend in mid-July are not at all out of the ordinary. You should see what it's like during August!
Not quite sure what you mean . . . Have the rates for hotels you've checked before gotten higher? Or is it that the rates are higher than you'd expect based on other places?
As the others have said it doesn't appear rates are any higher than usual. But Edinburgh hotels are more expensive compared to many places in the UK.
