No - your chances of finding a female traveling companion in any hotel are slim to none. You may well encounter another male companion of a group of people - but most young women are not about to hook up with a guy who is so specific as to the reasons for his traveling. Suggest you start out with a woman you already know. Agree that a hostel is the best place to meet young women - but many will be quite a bit younger and may see you as an "older" man.
As for a hotel - you have to let us know you budget (in $ or euros per night) to make any sort of reco.
Just so you know I have often traveled alone in europe - adding a few days onto a business trip and as a woman - a young one in the beginning - I would often join someone I met in the hotel (usually breakfast room or lounge) for a meal or a show or a day trip to somewhere - but not the for the length of the trip. Would never do so without knowing someone well - not primarily for safety but because a lengthy trip even with friends can be difficult - never mind a stranger.
I would concentrate on organizing to see and do what YOU want - and being open to meeting people of either gender for specific activities - not looking for romance.
