3 Weeks-London, Tuscany/Florence, Cinque Terre and ???

Ok, so have spent a ton of time trying to figure out what to do, so am reaching out for help.

My DH and I will be traveling to Europe for 3 weeks in late October/early November. I've always wanted to rent a villa in Tuscany and he wants to go to London. So, we're trying to figure out what to do with our time. We'll fly in one city and out of the other. We've traveled to Rome & Venice previously, so will plan to visit Florence on this trip while we're in Tuscany. Here are my questions:

1) Considering the weather, should we do Italy first then London?
2) Should we try to hit the Cinque Terre or will the weather be prohibitive? What would you recommend instead?
3) Thinking 7-10 days in Italy, then 3 nights in London. Where else should we go? Belgium? Dijon? Reims? San Sebastian? Berner Oberland? I know...all over the board on this one!!

We can either rent a car, take the train or fly between cities, so are flexible that way.

Forgive my vague post, but am really at a loss this time. Usually, I know where to go and how to get around, but am stumped this time.
