3 weeks in Europe in January

We are honeymooning in Europe for 3 weeks in January, and neither one of us have been there before. We are thinking we might fly into Paris. Because we'll only be there for 3 weeks, we were thinking about sticking to France, Germany, Italy, (+/- Switzerland if we can fit it in time-wise). We were thinking Tuscany and Rome in Italy

We don't have an exact budget to work with yet, I think we're gonna have to plan out a trip, do some research, and then take things/places out if we have to. We want t ravel inexpensively, but not so tightly that we can't splurge on things here or there.

We would be interested in some of the "must-see's' but also (and especially) some of the off-the-beaten-path sort of places.

Any suggestions on places to go or itineraries would be greatly appreciated! Thank you!
