$$$$ Balance in Europe
This has the potential to be a stupid question but here it goes. When you withdraw funds, Euro or Pounds, from a CDN or US account, does the ATM receipt convert your account balance to the native currency?

Yes (assuming you mean you're in London, for example, and withdraw pounds from an ATM there), your ATM receipt will show the local currency withdrawal. If you have online banking, you can later check your account to see what amount was actually deducted in your "home" currency.

No. All you get is a receipt showing the amount of local currency, eg 300E, that you withdrew.
You have to keep track of your account balance yourself.
You need to find out the exchange rate for E and GBP before you leave, so that you can convert back to dollars.

With my Citibank ATM card, the receipts show the cash withdrawal in Euro (or whatever), then U.S.dollar amount being deducted. Most receipts then show my balance in dollars.

yeah, it does depend, but you should not be cutting things that close that you are worrying about your bank balance. Also, I've had ATMs ask me if I want my balance, and when I said "yes", I was charged an extra ATM fee for getting it. So, if an ATM asks you, I'd say no (unless you really want to pay a couple dollars for that).
