Santa Lucia is easiest, as it's in Venice, while Mestre is across the causeway.
There should be a free shuttle bus from the cruise terminal to Piazzale Roma. From there it's a short walk to Santa Lucia.
Santa Lucia is better and less time taken way.

Remember, from P Roma to the RR station involves a walk over a steep, stepped bridge.
Is there a ground taxi service between P Roma and the RR station or is the water taxi the only way around? Thks.
