Legend of the Seas - July 20th Shore Excursions?

Hello! I am going on this cruise very soon and still have not made up my mind about shore excursions in Scandinavia (Tallinn, Riga, Helsinski, Stockholm)...We did book two day tours with TJ Tours in ST Petersburg. But i read on several forums that people say those ports in Scandinavia you can do the walking on your own etc... Would love to hear from someone that took this cruise if they agree -- I am all up for saving the money but if it makes a difference i definitely will consider the shore excursions. thank you for the feedback. Laura
