We found Stockholm, Copenhagen, Tallin, and Helsinki very easy to tour on our own. I read some guidebooks, surfed the net, and put together days we really enjoyed.
In St. Petersburg, we loved our two days with Red October. They tailored their standard two day itinerary to our interests, and for four of us travelling together, it was cheaper to have our own van, driver, and guide than to use the ship's shore excursions.
