I wouldn't say "most". You will see a mix of long and short, some fairly conservative and some very glitzy. I've seen plenty of women in black slacks and a glittery top. You will fit in either way, so I'd wear whatever is most comfortable for you and whatever packs better.
I agree. the liitle black dress, simple, elegant is quite accetable or the simple, crushable black velour type evening pant suit with glittery, or lacy top will allow you to feel dressed for dinner without having to pack a full length evening gown. but you can embelish as much as you want to carry.
