Moneys tight but we want to be able to do a few things. Best beaches, places to eat, parks ect. We would like to just relax and take in the culture and people. How do you go about getting taxi. Will the ship let you take a lunch off ship.

In Cozumel, a great place to go to beach it and snorkel is Chankanaab Park. When you get off ship, you'll walk down a long pier through a shopping area to the cab stand. The rates to all places are set, and you will find many taxis.Once at the park, there's a $10 entrance fee. They have a dolphin area , some ruins, a small botanical garden, lots of iguanas and feral cats running around, and beach chairs, restaurant and snorkeling rentals. It never gets crowded. The snorkeling is very easy. The coral's not much, but there are lots of fish. The reef is along the coast, so you never have to go out but about 8 ft. I imagine your ship lists Playa as a stop only to let people do the Tulum ruins ? This is usually the case. XCaret over there is a lot of fun, but better for kids and isn't cheap. "Culture and people" isn't something you experience much in these ports. They are very touristy and busy. You won't be able to take a lunch off the ship, besides some snacks in your bag. A little Cheeze Whiz makes the fish swarm around you! You'll have time to have an early lunch, then do your excursion.
nache beach in cozumel is really good. the swimming is wonderful in both the sea and the pool they have there with the swim-up bar in it. you can rent snorkel equipment but the snorkeling isn't that great there. the beach is beautiful. there's also a restaurant. have fun!
Go off the beaten path in Cozumel and you will see nice people & culture. If you stick to the stores reccomended by the cruise ship you will be disappointed.
Take a taxi to the local's main shopping store, called "Chedrui". Great place to shop for authentic souveniers and taste some of the real local cuisine. Right across the street is Plaza Las Glorias hotel - a great place to hang out for the day and snorkel from the "beach". There's a dive shop (Aqua Safari) attached to PLG that will rent equipment for the day.
You can walk north into town from PLG (about 20 minute walk) - go off the main road just a block or 2 to see the "real" Mexico. Use caution, but for the most part it is very safe here.
