Our cruise was mid-January, Los Angeles to Dominican Republic. West coast was like hot summer for us - upper 80s. Sunblock, sunglasses, sunhat.
Going through the canal - a sweater for morning/evenings. East coast was cooler, but not much. We had only one rainy day - in Santo Domingo on arrival, and it was a warm rain.
Looking at the photos, all t-shirt weather.

Closest I've been is Belize and Guatemala in December. It was hot, although not apparently as hot as it can get. Around 80, as I remember. I did a stopover in Panama City last December and it was muggy.
