Does anyone have a suggestion for a eco cruise to Costa Rica (perhaps Panama as well) for next spring? We are looking for a smaller boat cruise and one that is not over $2500 per person?

Most of these cruises are about double your budget. Cruse west does this itinerary as do some other small ship companies, but that budget is very low.
Star Clippers has recently added a Costa Rica itinerary
beginning this fall and running through next March. A 7
night voyage beginning in Balboa, Panama leaves in November.
A 14 night trip to include the canal starts October 31 westbound and 14 nights eastbound happens in March. The
7 night voyage will fit w/ your budget. The 14 night will not.
