We went to Tobago in 1997. Had the same problem regarding the booking of a trip. I went to several local travel agencies most of which didn't have any brochures that even dealt with the Island. I read in a caribbean travel book about Pan Caribe Tours. It's a travel agency based in Texas (I think San Antonio) that specializes in Tobago. They were wonderful and could talk at length about the hotels/resorts, special deals and various activities on the Island. We booked our flights, Hotel, car through them and the trip went off without a hitch. We loved the Island.
We booked our first trip to Tobago through Pan Caribe also but we have been back twice since then and realized that you don't really need any one else to book this island .you can do it yourself much cheaper. It is a great
place for a holiday.
We just returned (yesterday) from two weeks in Trinidad & Tobago. We booked our own accommodations and arranged our own tours of the island. It is not sufficiently developed (which is nice) to the point of having package tours though this may change when the new Hilton opens in December/January.
We checked out many of the hotels/restaurants and am happy to offer you comments based on our experience.
