Singapore Hotel

Looking for a hotel in Singapore for 3 nights mid-week in January. Would like one that would include breakfast. Is there a central area which is most desirable? Years ago we stayed at the then-named Westin Stamford Hotel (which I think is now the Swissotel). Have you seen good reviews on the Quincy. Also are there some smaller boutique hotels close to the "action" or MRT? Would like to keep the price reasonable (have seen some good prices for 5 star hotels, but they are all nonrefundable & we aren't willing to do that yet). Any help would be appreciated.
