Puerto Rico with 2 small kids

We will be in Puerto Rico for 8 nights around the Christmas holidays and trying to decide where to stay. We will be traveling with a 4 yr old and 1 yr old. We would like to take in sights in Old San Juan but mostly, want a nice relaxing beach/pool resort for the kids. If we stay in one of the mega resorts, will we be stuck eating 3 meals per day at the resort (which can add up)? Will we need a car? Which beach is nice and safe for toddlers? (kids end up liking the pool area better than the beach) Are there any resorts where we wouldn't need a car but still have access to outside dining options?
Sorry for such an open ended question but any suggestions would be appreciated!
