Shari -- you might want to consider staying in the beach end of Negril as opposed to the cliffs end -- it's definately closer to the action. I'm a few years older than you are, and I wasn't partaking of the local smoke, but I never felt unsafe (except when crossing the street! Those roads are crazy!). The only place I experienced extremly aggressive vendors was in the craft market.
I'm not a Negril expert (I just returned from my first trip), but our hotel (The Rockhouse) was predominately couples. It was also pretty quiet, despite being fully booked, and people didn't mingle much.
I would definately head the The Rockhouse for dinner some night -- the food was incredible.
Next time I think I want to split my visit between the beach and the cliffs!

Truthfully, we didn't venture off the property too much -- I was totally beat by the time we got there and just wanted to relax!
We did go down to the beach one day, and the location we selected (by Cosmo's) was very quiet -- mostly Jamacian families.
Remember that I was there over Thanksgiving, so the crowd wasn't tremendously young (or was families). I've heard Spring Break is nuts!
We didn't go out at night because the weather was rainy in the evening and most of the reagge venues are outdoors (except The Jungle, which is a hip-hop club). I would have like to have gone out once sufficiently rested, but after a few happy hour drinks and a fabulous Rockhouse meal, we were too darn tired!
