Help with small wedding location

I am starting to plan for a small wedding in June '18 somewhere in the Caribbean. I've been doing research for a few weeks now and I can't decide on the right location let alone resort. I'm hoping for some recommendations. A little background.

2nd marriage with 3 teens aged 13,13,14. We are inviting family and some friends but not sure how many will attend. Definitely less than 20. Looking to stay for a week and trying to keep it around $5K for accommodations (for my family of 5). I'm not dead set on an all-inclusive but thought it may be great for the kids and any guests that make the trip down. I'd like to go somewhere that isn't a crazy party town or resort or is overly touristy. We are traveling from San Diego but could fly out of LAX or Tijuana.

We are looking for a nice sandy beach with fairly clear/calm water for snorkeling right off the beach for the kids. Doesn't have to have amazing snorkeling. I'd also like somewhere with activities for teens i.e. great pool, lazy river, teen club, zip-lining, etc. ...something to help keep them entertained if they want to get away from us or the beach.

Also, many of the resorts I've been looking at don't seem to allow 3 people in a room. We are looking to get 2 adjoining rooms. Any suggestions?

I know this is a lot of information and a very open ended question but where should I concentrate my research? Any help would be greatly appreciated.

So far I've been looking at:
Turks & Caicos - The beaches seem amazing but very expensive
Dominican Republic - Much more affordable but have read that beaches in Punta Cana are rough for snorkeling. Are there nice resorts in Puerta Plata?
Jamaica - Interesting. My fiancee is a little concerned about teenagers in Jamaica. How to decide between Negril/Montego Bay/Ocho Rios
Costa Rica - Not a lot of AI resorts and flying into Liberia airport is expensive from here. Seems like great beaches and lots of activities. I would be interested if I could find the right resort.
Playa Del Carmen / Riviera Maya - Interesting. How are the beaches and the resorts? Is it super touristy?
Cozumel - Seems to have mostly man-made beaches at the nicer resorts.Are there nice beaches and is it too touristy?
Cancun - Not interested...too touristy.
Atlantis resort - My fiancee has been there and brought it up as an option. Seems super crowded but I could be open to it.
Any other suggestions?
