The trolley bus that you are refering too only operates around Old San Juan and as far as I know there is no schedule.
There are 3 different routes - 2 will take you up to El Morro fort via San Cristobel fort (one route is more direct) and the third route just does a circular route through the center of OSJ.
There are several stops throughout OSJ - one is near the La casita tourist office, close to the cruise ship piers.

The three trolleys run continuously 7am-7pm Mon-Fri, and 9am-7pm Sat-Sun. They are free to use, and you can hop on or off at any of the trolley stops.
