American Airlines/American Eagle has service to Tortola, you must transfer in San Juan.
Smaller airlines like Cape Air, Liat, and Caribbean Star have service from San Juan, St. Martin, Antigua etc.
Some people also fly to St. Thomas (many airlines have service American Airlines, Delta) and then you can take a ferry. SOme people find this cheaper.
My boss is now basking in the sun at Virgin Gorda, so I have researched air for him.
I found Air Sunshine and they fly into Tortola. They flew into San Juan and connected there. Website is www.airsunshine.com The reservation system is a fax back type thing, but they were very nice when I had to change his travel dates after we had booked.
