Cuba with a Teenager

My family is thinking of a trip to Cuba during my niece's spring break. I know that tours tend to get a 50+ crowd so would like to find one with other people her age (or at least a couple of people under 21). For that reason, the Cuba Educational Tour "Family Spring Break" tour sounds good. Has anyone been on that one? Cuba Explorer is running a similar tour at that time, which stays in the same Havana hotel, for about $1,000 less. Not sure if the crowd would be that different. Or would we be better off getting our own customized tour through a company like Cuba by ATI?

I've looked at other companies like Insight Cuba and Smithsonian and they are out of our budget.
