You can go on an organized tour that focuses on cultural activities. They are called people-to-people tours, and some of them take in just Havana. You cannot go independently. You cannot do it legally, that is.

I made the assumption they are US citizens, given the way the question is posed. Blamona's and my answer apply for US citizens. I guess we should qualify that.

Jeff, thanks for the note. We have USA passports.
I have been looking at cubaexplorer.com. They have a four day weekend package that seems to be alright. Does anyone on this forum know about this company or other Cuba tour companies?

If you go that way, then, yes, j747, it's perfectly legal. I see by their website that they don't include the airfare in their prices. Be sure to add that in.

Another well-established company is Insight Cuba, and they also have Weekend in Havana tours:

Road Scholar, Intrepid, and Geographic Expeditions also have good P2P trips to Cuba. I would personally recommend choosing a tour that gets out of Havana to explore a bit more of the island. Places such as Trinidad are stunning!
