You can rent a power boat in the Caribbean, restrictions come into play depending on the size of the boat, your qualifications/license, experience and criteria of the rental company. Most companies do not discriminate when renting to Americans

yes you can & no restrictions or special license.
it is important that you understand tides and make sure never to anchor on/near coral.
it is quite common in the bahamas. some rental villas even come with a boat. many villas have a private dock.

couldn't find any for aruba but that doesn't mean you can't.
The cheapest and safest ay to do this is in The Abacos, Bahamas.
You will get a 23ft, 150hp boat for around $800 a week. In other areas of the Caribbean/ States that will be the cost per day. The Sea of Abaco is totally protected by Cays/Reefs and many restaurants have docks as most people use boats to get around.
It is one big playground.
