Most photographers (armatures and professionals alike) will tell you the "best light" when taking photos occurs in the 2 hours or so just after sunrise or just before sunset as that is when you get the best contrast between light and shadows. Of course that is a general statement and actual times can vary from day to day or will depend on weather and cloud conditions the day of the photo shoot.
The closer you get to mid-day the worse the "light" gets from a photo perspective.
So if sunset in 5:45pm, it'll be better select 4pm that 2pm?
Yes, assuming it is a sunny day.
If Sunset is at 5:45....I'd go with 5pm, if you want sunsets in your background. If you do 4pm....you wont have much color in the sky yet (if that's what you are wanting).
Most, including my sister, get married about 45 minutes before sunset.

if we want photo shoot after ceremony with blue sky and ocean blue, maybe, 5pm will be too late?
Ask the photographers there, they are extremely experienced with beach wedding pictures and can advise.
They are some of the best photographers I've ever seen, and they can tell you how to plan it for best beach pictures.

If you want "blue skies & water"....find out when the sun sets, and schedule for a couple hours before that. Problem solved.
