I'm no expert on what is available in Vancouver, but in general, I would get a copy of the Yellow Pages for Vancouver(the book, the hard copy, the real thing, not on-line) and I would look up wheel chairs and see if someone can provide information. Public Libraries often have out of area phone books available. Call the library first and inquire. You may need to go to a main branch as opposed to a local branch.Often a reference library will give you names and telephone numbers over the phone. There should be a number of listings of stores that sell/ maybe rent wheelchairs. Even if they don't list renting in their ads, call them anyway and ask them who to call. If that does not work, I would call a Vancouver hospital and ask to speak to someone in Orthopedics. Good luck.

Sorry I cannot help, but I have an idea that might help future travellers. The following website seems to be all about helping people gain access.
http://abilities.ca/
They do not currently have a list of rentals, but an email might put a bug in their ear for future enhancements to their site.
Letting them know that there are some people looking for this service upon arrival, might do some good.

I think the Red Cross only loans to residents but you could check with them.
