I presume you're cruise ship is leaving from Vancouver; getting to and from Victoria for a day will make for a long day. Due to the timing, I would certainly rent a car to make the day easier. You could go the cab route, but it might not be any cheaper than renting a car.
It is possible to take public transit from the ferry to Royal Roads. With a bit of research on the BC Transit schedules you can figure it out. You can start with this website which is for BC Transit Trip Planner http://bctransit.com/regions/vic/tripplanner.cfm Follow the directions there and it tells you exactly what bus and when etc. You just plug in the date and time when you want to go.
The option for the ferry is Swartz Bay Ferry and the address for Royal Roads is 2005 Sooke rd Colwood (that option pops up)
Basically though the trip takes about 1 1/2 hours each way.
If you have the whole day you would probably be better off renting a car. good luck and have a nice visit.
