Is this a good place to stay to watch winter storms (thinking of Sooke Harbour House, or is it Sooke Harbour Inn). Anyway, I don't want to drive to Tofino which I know is the primo location for storm watching, but does Sooke come in a close second? Thanks for any input you can give.

No!
Sooke is too protected to have the kind of 'event' that Tofino does.
You need the full force of the Storm Fronts that march in off the open Pacific to get the full effect.
As to your reluctance to drive over in February-why?
I've driven it in (early) March no problem, it's just a road and I'm sure 95+% of Canada and the USA have worse conditions in February.
I've only seen snow on top of the mountains there, never on the road.
http://www.sookeharbourhouse.com/ is one of the better restaurants in the country for sure but a Storm-Watching place it ain't.
