Okay, Betsy: you have logged this as a Trip Report so I missed your reference to a question below. Also, this has nothing to do with the Northwest Territories, but concerns primarily Alberta.
But the answer still stands...to get from Seattle to Banff and then on to Jasper in September (when snow is not an issue), your best bet is to fly from Seattle into Calgary, Alberta and rent a car from there to drive to Banff and then reverse on the way home.
