Cathy, I would recommend the Rocky Mountaineer (sp?) train that runs between Vancouver and Calgary. You could spend a few days in vancouver before boarding the train and a few days (post) in Alberta seeing more of the mountains. I'm sure they have packages. if I find their website I will repost.
Rita's right - absolutely. The beauty of this trip over regular Via Rail trains is that all the travel is during daylight hours with an overnight stop in Kamloops. That way you miss none of the fabulous scenery, (unless you hit a rare low cloud day), and the upgrade to Dome seating is well worth the extra cost.
The best time of the year is July or August but the weather is usually pretty good from late May to early October.
good recommendation on the rockey mountainer but it is very expensive. your other options are to check out the brewsters busline. they do a lot of day trips in and around jasper/banff. so you could take via rail (to jasper - it doesn't go to banff) or greyhound bus to the individual towns and then catch local tours.
