we'll be in QC the first week of July, and are staying within the walls. Plan to do most of our exploring while walking, but my husband has bad knees that occasionally make that difficult. Besides cabs, which I assume are readily available, are there any other public transportation options within the city?

Situated on the hills that dominate the St. Lawrence River, the city can challenge walkers. The drop is particularly steep between the walled Upper Town and Lower Town, but there is a Funiculaire located on the plaza near the Chateau Frontenac.
Tourists hire horse-drawn carriages on the upper level but this is more fun than practical and the horses do have to huff and puff on the inclines.

The bus system in Quebec City I thought was decent but the only things I think you might use it for as a visiting tourist would be to get to Les Chutes de Montmorency and maybe out to Jardins Bois de Coulonge or Sillery. The Old City is pretty compact, with narrow streets; I've never seen a bus running within the Old City; the bus system rather takes you from the Old City to other places (suburbs). In addition to the pay funicular, I remember taking an elevator up from the Basse Ville to the Haute Ville; perhaps you could find out from Tourist Information where such elevators are situated.
