Quebec City lower town vs. upper town?

Quebec City lower town vs. upper town?

Does the lower town or upper town offer the best selection of restaurants, bars, cafes and shops? How do the 2 areas compare compare in other respects, eg. street activity, attractions, sites, safety, etc?

Really not much of an issue no matter what you choose. The old city is fairly small, so you can easily walk from one part to the other. I prefer the upper area because of it's spectacular views. The lower section may have more small shops and restaurants, but both areas have plenty.
