Not for the city itself, but one would be handy to visit some of the sights outside the city such as Montmorency Falls, the Ile d'Orléans, and the Charlevoix. However, there are lots of tours to those areas so you can probably get away without one.

The city is a beautiful place to walk around in. i am now in quebec and i like to wander around and randomly choose what i am going to do for the day. This way if i see a cute shop that i want to go into(and quebec has many)i can just walk right in. i have been spending all of my time in old quebec, and that is very small, so i dont really need a car for that, but if you want to go outside the city you might need one.

I went to Quebec City three years ago. It's such a beautiful little city. I found that all of the sights were reasonably close to each other and I didn't need a car at all.
For sights, such as M. Falls, Ile D'Orleans, it is a bit of a distance from Quebec City. However, I took a tour which picked me up from my hotel and took me back there afterwards.
I don't think that you'll need a car at all.

You won't need a car for Quebec city proper, but you will need one if you want to explore the surrounding areas....which I assume you will want to do since 1 week in Quebec city itself is a lot of time. Why not do your exploring of the city and then after 3 or 4 days rent the car and start exploring.
