need help identifying a photo taken in Quebec City

I took a photo looking up at the Chateau Frontenac in Quebec City, then a minute later took a photo of some sort of steep stairway looking thing which seems to go up to the hotel. It appears to me that it is for some motorized form of transport. I'd really like to identify it properly for my album. I've searched but can't find it in my searches. Any info would be greatly appreciated. Many thanks.
