In Quebec City go to the Plains of Abraham (City Park). There's a big playground, pool, horse drawn carriages, etc. Very impressive park for a city of that size. We walked there from old town.
The girls might like a boat ride on the St. Lawrence.
You might want to add a day to Montreal and take one from Quebec City. Three days in Quebec City is probably enough.

If you scan back on this site, you will get lots of info.
Here are a few suggestions for kids -
Montreal - Biodome, La Ronde amusement park. Also the old port which has pedal carts, pedal boats, boat rides, maze, Imax, etc.
Quebec City - Ferry ride, Museum of Civilization, Montmorency Falls (just outside the city).
There are lots of street jugglers, musicians, etc in both cities.
A fun place to bring kids to eat, especially lunch, is Le Commensal. This is a Montreal & Quebec City chain of large, comfortable, upscale vege cafeterias. Lots of kid friendly foods like pizza, Italian, Mexican, etc, etc and great desserts.
If you don't have a car to explore the countryside, 4 nights in Quebec City may be too much, as it's fairly small.

I agree with the previous post, 4 days in Quebec City with kids is probably too much. Spend the extra days in Montreal. You can spend a couple of days simply around the Old Port (the pedal bikes for 4 are lots of fun) and Old Montreal - lots of buskers to entertain you.
Check out Anne Ma Soeur Ma Soeur on St. Denis St. You can get a two bedroom, two bathroom room for under $200 a night. They have a little kitchenette, private balcony, etc. Walking distance (about 15 minutes) to Old Montreal, about 5 minutes to St. Catherines St., etc. Lots of restaurants (Greek section is around the corner), etc.

If you are staying in Montreal with children, you might want a large hotel with a pool, as opposed to a small European style hotel. Try the Marriot Courtyard, the Sheraton, the Delta and the Holiday Inn. They are all have pools, and are side by side on Sherbrooke St. which is a very nice downtown location. They often have specials for about $125 a night.
