Hi There,
To do this in a day trip with 10 people, you likely will want your own wheels. Check out Budget at 430 W Georgia Street. You could easily rent a minivan there and pick up everyone and get over the ferry, tour, get back on last ferry.
Reserve your ferry two months in advance by going to bcferries website. This will ensure you actually get to load onto the ferry the times you want.
Otherwise, there are four or five bus options from downtown Vancouver to downtown Victoria, including day tours, easily found by google search.

I don't think 10 people will fit in 1 minivan.
And you have to be careful when renting a minivan, too. We reserved one in Vancouver (for 4 adults, 2 children, plus luggage) and were given a Ford Flex, a crossover SUV. The rental agency said they classified it as a minivan, but it had much less room than most vans. Fortunately, another family who had a van was there at the same time, and they traded with us, as they liked the Flex better.
That could happen anywhere, of course. But it is a potential glitch to be aware of, especially since there is no way to reserve a particular model (for any rental car category).
Pacific Coach has a route between YVR and downtown Victoria:
