Fall foliage trip

Would like to visit Montreal and Quebec City. We decided to incorporate that with seeing the fall foliage. So, does anyone know: 1) best time to go? 2)where else to go? 3). If we rent a car, in either Montreal or Quebec City, how far of a drive to Prince Edward Isla? 4) Is there a cruise up the St. Lawrence just to PEI and back? The only ones we have found are for cities, after that, that we don't want to see, I.e.Bar Harbor, Portland, Boston.
Thanks for any help you can give us.
