Are there private, less expensive fishing charters in Victoria BC?

I would like to do some halibut fishing while we are in Victoria BC next week (April 29 - May 2nd '14) but don't t want to pay the $90.-$100.00+ that the mainline charter's are charging.

Does anyone know of a private party that can take me out for around $30.00 an hour? I will also need to use/rent the fishing poles and tackle, as I am not bringing anything with me from home (Wisconsin, USA).

I would love to catch a halibut when I am there.
