My parents are planning a trip next month to Niagara Falls, the 1000 Islands area and Toronto. They want to cross into Canada at Alexandria Bay and take the scenic route to Toronto.
Is Provincial 401 the way to go, or is there a better route? Are there any side-stops that they should make along the way?
Any recommendations would be greatly appreciated!

Highway 401 is decidedly not scenic, but is certainly the fastest way to get to Toronto.
For a scenic route, after crossing the Ivy Lea Bridge, take Highway 2 to Kingston. From Kingston, follow Highway 33 (it will be marked as the Loyalist Parkway), crossing by ferry (free) at Glenora and continuing to Picton. Continue on 33 to Highway 2 at Trenton, and then stay on HIghway 2 until Port Hope. From there, it's probably best to continue to Toronto by 401.
A number of the towns along the way are worth stops, including Kingston, Picton, Cobourg and Port Hope.
