3 week cross-Canada trip Oct 2012- is the following itinerary feasible?

Coming from NZ, flying into Vancouver then across to Toronto. Plan on staying in Toronto/ Niagara Falls area 4 days.
Then hiring car and driving to Quebec. Which is the most scenic route?- small towns, backroads and St Lawrence views- not endless freeways please.
Plan on spending 4 days (although I would love to spend much longer) in Quebec then take a boat back down the St Lawrence to Montreal- recommendations please for good boat trips or are there so many that they are all much the same?
A couple of days in Montreal then Via rail through Toronto and back across Canada to Vancouver- hope to allow 5/6 days for this. Please advise absolute must-see stops along the way that warrant an overnight stop
Then I plan on maybe 3 nights in Vancouver before flying back to NZ.
Any and all suggestions re this planned itinerary would be appreciated and any must-see/do recommendations. Big thanks!
