Of the two locations you have shortlisted I have to say I have not stayed in either, however I know where they both are.
To be honest location wise Te Pa Helios wins hands down. There was a segment on it on one of the local lifestyle TV shows here. Very impressive looking. BTW it used to be called Helios Villas, took me a while to figure out the new name was for the same place.

The second of your choices is in the middle of Paihia, not so isolated. Careful photography on their website does not show that you are quite close to neighbouring houses. Still location wise not bad. Paihia is a nice spot and as I have mentioned before is is the starting point for many tourist trips.
